Role Overview
BRAC International is seeking a Head of Resource Mobilization & Partnerships to lead development and implementation of the country strategic plan and Annual Operating Plan (AOP), identify new funding opportunities, build partnerships, write proposals and concept notes, and maintain donor relations with a focus on Gender Equality and Social Inclusion.
Key Responsibilities
Strategic Program Development and Management
- Collaborate with management to develop a high-quality Annual Strategic Plan and Annual Operating Plan aligned with local context and organizational priorities.
- Work closely with the Country Director and Management Team in developing the BRAC Maendeleo Tanzania strategic plan.
- Guide planning, implementation, monitoring, and evaluation of program activities according to monitoring guidelines.
- Ensure financial viability, strategic partnerships, and resource mobilization compliance with audit guidelines.
Partnerships and Resource Mobilization
- Develop and implement strategic partnerships with like-minded organizations and consortiums.
- Lead proposal and concept note writing, grant acquisition, and management to ensure portfolio sustainability and target achievement.
- Identify and evaluate new funding opportunities through donor engagement and alignment with program priorities.
People Management
- Collaborate with Human Resources to recruit, manage, and develop quality staff in the Strategy & Resource Mobilization department.
- Build and lead an agile, inclusive, and effective team, promoting collaboration and organizational goals.
- Set clear performance targets, monitor results, provide feedback, and mentor staff to achieve required competencies.
Safeguarding Responsibilities
- Establish and promote a safeguarding culture at all program levels, ensuring team safety from harm, abuse, neglect, harassment, and exploitation.
- Provide support and guidance on safeguarding policies and procedures.
- Ensure training and resources are available regarding safeguarding.
- Follow and encourage adherence to safeguarding reporting procedures.
Academic Qualifications
- Master’s Degree in Business Administration, Developmental Studies, Project Planning, Social Science, or related field.
Required Skills and Competencies
- Proposal writing and grants management.
- Partnership establishment and maintenance.
- Mastery of donor requirements and budgeting.
- Coordination, networking, and negotiation skills.
- Computer literacy including Google Suite, MS Word, Excel, Outlook, internet browsers, and financial systems.
- Report writing, presentation, and facilitation skills.
- Strong interpersonal communication and leadership skills.
- Knowledge of the full grant cycle.
- Strategic thinking, planning, and organizing abilities.
- Teamwork and collaboration.
- Good judgment and decision-making.
- Attention to detail and trend analysis.

- Ability to work under pressure.
Experience Requirements
- Minimum 7 years’ experience in people management, fundraising, and proposal writing, preferably in an NGO setting.
