Organization Overview

The Legal Services Facility (LSF) is a registered non-governmental organization (NGO), operating under Registration No. 00NGO/R2/00011. LSF was established to provide funding on an equal-opportunity basis to organizations offering legal aid and paralegal services across Mainland Tanzania and Zanzibar. These services empower individuals to claim their rights, seek redress for grievances, and protect their fundamental human rights.

LSF is currently implementing the Sauti ya Mwanamke project, funded by the European Union through ENABEL. This initiative focuses on gender justice, empowering women and girls to know and defend their rights. It strengthens women-led legal aid organizations and supports a national network of 4,000 community-based paralegals under 184 district-based organizations delivering grassroots legal services.

Job Purpose

The Grants Officer will manage a dynamic portfolio of grants under the Sauti ya Mwanamke project. This role ensures compliance with donor requirements, supports timely and quality project implementation, and provides ongoing technical and operational support to grantees. The position is key to promoting inclusive access to justice and building capacity in grassroots legal aid, particularly for women-led providers.

Key Responsibilities and Tasks

  • Participate in site visits of current and future grantees, assessing use of funds and operational risks; provide recommendations accordingly.
  • In consultation with the Finance & Grants Manager, guide grantees on fund management and financial controls.
  • Support post-award orientation meetings to ensure full understanding of contract/grant terms and conditions.
  • Perform regular compliance reviews of grants and help resolve implementation challenges.
  • Support oversight of grant expenditures to ensure alignment with LSF guidelines and donor policies.
  • Maintain robust grant reporting processes and alert management to pipeline issues.
  • Track and monitor grant expenditures and maintain an up-to-date grants status calendar.
  • Ensure complete and accurate documentation is available for audits, both physically and electronically.
  • Assist in audit preparation and liaise with relevant finance and accounting teams as needed.
  • Adhere strictly to internal and donor policies for financial and award management.

Required Qualifications

Education & Experience:

  • Bachelor’s degree in Finance or Accounting.
  • Minimum 3 years’ experience in a similar role within the NGO sector.
  • Proven experience in grant budget review, financial monitoring, and cost control for development projects.

Skills:

  • Proficiency in Excel and MS Word.
  • Strong writing and editing capabilities.
  • Experience with budget analysis and reporting.
  • Strong teamwork and interpersonal skills.
  • Ability to travel to project locations as required.
  • Familiarity with audit processes and financial compliance frameworks.
