Job Overview

CVPeople Tanzania is seeking a highly experienced and visionary leader for the position of Head of Policy, Strategy and Quality (HoPSQ). This senior leadership role is critical in driving strategic direction, ensuring programme quality, and leading high-impact advocacy efforts that advance the rights of children and promote gender equality.

The HoPSQ will oversee a multi-disciplinary team comprising thematic advisors, MERL (Monitoring, Evaluation, Research and Learning), Policy, and Communications specialists. The role demands strategic thinking, effective leadership, and the ability to innovate and influence at national and sub-national levels.

Key Responsibilities

Strategy & Programme Design

  • Lead the development and implementation of high-quality, gender transformative, and relevant programs aligned with CVPeople Tanzania’s global strategy and Country Strategic Plan (CSP).
  • Develop sustainable partnerships that enhance program delivery and advocacy impact.
  • Integrate advocacy priorities into programme design and execution.
  • Manage and monitor budgets ensuring value for money and adherence to financial guidelines.

Evidence-Based Inclusive & Gender Transformative Projects

  1. Design evidence-based projects that reflect government priorities, Sustainable Development Goals (SDGs), and CVPeople’s Areas of Global Distinctiveness.
  2. Ensure comprehensive monitoring, evaluation, and learning frameworks are embedded in all projects.
  3. Lead application of global quality policies and MERL standards in program planning and reporting.
  4. Deliver timely and high-quality result-based reports and accurate budget management.

Influencing & Advocacy Leadership

  • Lead design and execution of impactful national and sub-national advocacy strategies, including policy analysis, public campaigns, government engagement, and strategic communications.
  • Translate field research into policy recommendations and advocacy messages.
  • Foster relationships with government, media, civil society, and other stakeholders to amplify advocacy goals.
  • Oversee Policy, Advocacy, and Communications teams ensuring alignment with the organization’s vision.

Networking, Partnerships & Visibility

  1. Coordinate strategic stakeholder engagement and partnerships across national and regional platforms.
  2. Enhance organizational visibility through active promotion of CVPeople Tanzania’s programs and advocacy work.
  3. Represent the organization in key policy and technical forums.
  4. Ensure project teams use evidence and data effectively to improve program quality and influence.

Programme Development

  • Contribute to funding strategies and support proposal development for program expansion and sustainability.
  • Build and maintain strong relationships with government, donors, and partners to enhance resource mobilization.

Monitoring, Evaluation, Research & Learning (MERL)

  • Oversee robust MERL systems supporting adaptive learning and accountability.
  • Ensure quality assurance of reporting and data use in program design and advocacy.
  • Promote knowledge generation and dissemination internally and externally.

Leadership & Staff Management

  1. Lead and develop a high-performing Programme Implementation Team.
  2. Foster inclusive, collaborative, and accountable team culture.
  3. Implement talent development, performance management, and succession planning.
  4. Ensure compliance with HR policies and provide a safe working environment.

Qualifications and Experience

  • Master’s Degree in International Development, Human Rights, Sociology, Public Policy, Political Science, or related field.
  • At least 10 years’ experience in policy advocacy, campaigns, or development within reputable national or international organizations.
  • Minimum 5 years in senior management or country leadership roles.
  • Strong understanding of political, social, financial, and cultural drivers of inequality.
  • Proven experience designing and leading significant projects with effective MERL practices.
  • Excellent strategic financial management skills.
  • Outstanding ability to analyze complex data and produce compelling communications.
  • Demonstrated leadership and management of multi-disciplinary teams.
  • Deep knowledge of local civil society sectors and partnership development.
