BRAC Maendeleo Tanzania is seeking a qualified and motivated professional for the role of Officer, Technology (Applications) to support its impactful work under the MasterCard Foundation partnership. This role is central to ensuring smooth operation, troubleshooting, and user support for web and mobile applications used in programme implementation.

BRAC Maendeleo Tanzania began operations in 2006 and implements high-impact programmes in agriculture, youth and women empowerment, livelihoods, and food security. It is currently executing a major initiative in partnership with the MasterCard Foundation to impact over 1.2 million adolescent girls and young women (AGYW) across Africa.

Position Purpose

The Officer, Technology (Applications) will ensure optimal performance, user support, troubleshooting, and continuous improvement of BRAC International’s digital platforms. The officer will also contribute to the digitization and process automation of programme operations.

Key Responsibilities

  • Support the implementation and enhancement of digital systems in collaboration with the BI HO Technology team, Programmes, and M&E units.
  • Assist in system/data integration and reporting system design.
  • Perform large-scale data analysis and generate MIS reports (predefined and ad hoc).
  • Ensure data accuracy and integrity, configure master data, and reconcile large volumes of transactional data.
  • Investigate and resolve system functionality issues via JIRA helpdesk, prioritizing based on severity.
  • Lead application testing, User Acceptance Testing (UAT), and support deployment of new system releases.
  • Design training plans, prepare user manuals, and manage online training portals.
  • Conduct training and refresher sessions for club and field-level users on application features.
  • Enforce IT policies, especially those related to system and data management.
  • Identify system improvement opportunities and recommend innovative digital solutions.

Safeguarding Responsibilities

  • Ensure safety and protection from abuse, exploitation, or neglect of all team members.
  • Promote and implement BRAC’s safeguarding policy.
  • Encourage and support safeguarding reporting protocols within the team.

Required Qualifications and Experience

  1. Bachelor’s degree in Computer Science, Information Technology, or related fields.
  2. Minimum 3 years of experience in mobile application development, programme digitization, and/or M&E platforms.
  3. Strong command of SQL and database management systems.
  4. Experience working with ERP systems is an added advantage.
  5. Proven ability to manage international development projects.
  6. Hands-on experience implementing digital field tools and mobile data collection platforms.

Key Skills and Competencies

  • Excellent understanding of digital product lifecycles and technology systems.
  • Competence in translating business needs into digital functional specifications.
  • Strong analytical, problem-solving, and stakeholder engagement skills.
  • Ability to work independently and across remote and in-person teams.
  • Proficiency in IT security practices and data protection standards.
  • Familiarity with ITIL frameworks is an added advantage.
  • Fluency in spoken and written English is required.
