The International Organization for Migration (IOM), a UN organization, is hiring a Home-Based Individual Consultant to support climate resilience and disaster preparedness efforts in the Lake Tanganyika Basin through a nature-based community-level mitigation initiative. This role contributes to the broader project titled “Strengthening Climate-Related Disaster Preparedness, Response, and Community Resilience in the Lake Tanganyika Basin.”
Project Background
Lake Tanganyika, Africa’s largest freshwater lake, is experiencing rising water levels due to climate change—leading to severe flooding, landslides, and displacement in regions like Kigoma. IOM is working in partnership with the Prime Minister’s Office-Disaster Management Department and Kigoma Local Government Authorities to address these threats.
In Uvinza District Council, a community workshop conducted in October 2024 led to the identification of key mitigation activities, particularly tree planting and fishery projects, aimed at both flood mitigation and improving local livelihoods.
Consultant Objective
IOM seeks a qualified national consultant to provide technical expertise, guidance, and community engagement in the planning and execution of the identified mitigation activities. This includes integrating gender-sensitive approaches to enhance participation and resilience among flood-affected households.
Key Responsibilities
As a Category A Consultant, you will be expected to:
- Conduct a feasibility assessment of nature-based initiatives, evaluating community needs, local resources, and ecological considerations
- Develop an implementation plan with clear timelines, steps, and gender-sensitive strategies
- Build community capacity through training programs and materials that promote ownership and long-term sustainability
- Evaluate economic benefits of community participation using a cash-for-work approach, disaggregated by gender
- Design a robust monitoring and evaluation framework with gender-sensitive indicators
- Produce detailed documentation and reports, including findings and implementation action plans
Deliverables and Performance Indicators
- Feasibility assessment report on fishery and tree planting activities with gender considerations
- Community training programs and materials
- Assessment report on economic benefits from community participation
- Monitoring and evaluation framework with gender-based indicators
- Final consultancy report with key findings and recommendations
Qualifications
Education
- Master’s degree in agronomy, environment, climate change, or related fields with at least 3 years of relevant experience
- OR a bachelor’s degree with 5 years of relevant professional experience
Experience
- In-depth knowledge of Disaster Risk Reduction and Climate Change Adaptation
- Strong experience in participatory methods and community engagement
- Proven background in working with communities, NGOs, and local governments
- Previous work with international organizations or UN agencies is an advantage
- Experience in supervising cash-for-work programs
