UNICEF Tanzania is seeking to hire an experienced Individual National Consultant to support the Ministry of Health in Zanzibar with the development of a Continuing Professional Development (CPD) framework and operational guidelines for healthcare workers. This position plays a key role in advancing healthcare quality, professional competencies, and compliance in Zanzibar’s health system.
Background
In recent years, Zanzibar’s healthcare sector has undergone notable transformations including the adoption of digital health tools, updated diagnostic and treatment approaches, and more specialized services. However, the region still lacks a harmonized CPD framework. The goal of this consultancy is to provide technical assistance in establishing such a system, ensuring that healthcare professionals continuously upgrade their knowledge and skills, contributing to improved health outcomes across the region.
Purpose of the Assignment
The consultant will assist the Ministry of Health in:
- Designing a CPD framework aligned with healthcare advancements.
- Creating guidelines to operationalize the CPD system.
- Promoting a culture of lifelong learning among healthcare professionals.
- Improving governance around licensing, training topics, and CPD point systems.
Key Deliverables
The framework and outputs from this assignment will support:
- Licensing renewal processes.
- Accreditation criteria for CPD providers.
- Standardized CPD topics and point allocation.
- Monitoring of CPD progress and provider performance.
- Governance structure for CPD implementation.
Qualifications and Experience
- Advanced degree (Master’s or PhD) in Public Health, Health Management, Human Resource Management, or a related field.
- Minimum of 8 years’ experience in healthcare education and professional development with emphasis on CPD.
- Proven track record in developing training frameworks, curricula, and policy documents.
- Understanding of Tanzania Mainland and Zanzibar health systems.
- Fluency in English (spoken and written); proficiency in Swahili is an asset.
- Strong facilitation and presentation skills.
- Familiarity with adult learning principles.
Duration and Location
- Start Date: June 2025
- End Date: January 2026
- Consultant will work remotely but is expected to travel to Zanzibar (Unguja and Pemba) approximately 10 times, with each trip lasting 3 days.
Payment and Evaluation
- Payment will be based on deliverables and performance, as per UNICEF’s standards.
- Proposals will be evaluated on both technical (75%) and financial (25%) criteria.
- Applicants must submit technical and financial proposals detailing methodology, fees, and all associated costs (travel, accommodation, etc.). UNICEF will not cover DSA.
