Job Overview
UNICEF Tanzania is seeking an International Individual Consultant to provide technical support for the full integration and rollout of the Stawisha Maisha (SM) initiative into the Productive Social Safety Net (PSSN) programme. This is especially critical during the transition phase from PSSN Phase 2 to Phase 3.
Stawisha Maisha is a flagship nutrition intervention designed to reduce child stunting through improved infant and young child feeding practices, delivered via peer-led groups and a weekly magazine-style radio program across Tanzania.
The consultant will support TASAF and UNICEF in consolidating and expanding the initiative’s coverage and institutionalizing it within Tanzania’s social protection framework.
Key Responsibilities
- Provide technical support and leadership in content development and training for 26+ SM radio episodes to ensure effective use of social and behavior change (SBC) methodologies.
- Design systems and develop tools for USSD data collection and analysis; train TASAF SM Task Force members on these tools.
- Lead expansion of radio and remote communication approaches across 20 regions and 80+ districts to enhance beneficiary engagement and support PSSN program IEC objectives.
- Collaborate with TASAF communications and SM Task Force members to develop visibility materials and promote stakeholder support for Stawisha Maisha.
- Document lessons learned and best practices in linking social protection and nutrition through parenting programs.
Duration & Location
- Consultancy period: 15 July 2025 – 30 December 2025
- Work will be primarily remote with scheduled field trips (average 4 days each) to locations including Geita, Dodoma, Ruvuma, Mbeya, and Rukwa.
- Two international trips are planned for August 2025.
Qualifications and Experience
- MA degree or higher in Communication, Anthropology, Community Psychology, Social Marketing, Instructional Design, or related fields.
- Minimum 5 years of research experience in strategic communication and large-scale SBC radio program design and monitoring, preferably in African contexts.
- At least 10 years’ experience in developing creative concepts and supervising media production.
- Demonstrated leadership in social and behavior change communication, branding, and public relations.
- Experience with social protection programmes is preferred.
- Strong conceptual, analytic, and writing skills.

Applicants must submit both technical and financial proposals detailing their approach, fees, travel, and accommodation costs. Technical proposals will carry 75% weight; financial proposals 25%. UNICEF does not provide DSA or additional travel/accommodation reimbursements.
