A. Purpose of the Job

The Procurement Officer will manage the entire procurement process—ranging from identifying suppliers to ensuring timely delivery of goods and services—in line with applicable laws and regulations. The role ensures value for money and supports the operational success of the Lake Victoria Fisheries Organisation (LVFO).

B. Duties and Responsibilities

  • Develop and oversee implementation of LVFO’s Annual Procurement Plan
  • Coordinate and monitor procurement and disposal of assets policies
  • Maintain effective communication with internal departments and external suppliers
  • Ensure compliance with LVFO procurement procedures and ethical standards
  • Monitor supplier performance and implement necessary improvement measures
  • Coordinate logistics and distribution in collaboration with program heads
  • Identify supply chain risks and propose mitigation strategies
  • Administer contracts, prepare LPOs, and maintain accurate documentation
  • Assist departments in preparing specifications and terms of reference
  • Generate procurement performance reports and maintain procurement records
  • Undertake additional responsibilities as assigned by the Executive Secretary

C. Qualifications and Experience

Minimum Academic Qualifications

  • Bachelor’s degree in Procurement, Supply Chain Management, Commerce, or Business Administration
  • Professional qualification such as CIPS, NEVI, or equivalent
  • Membership in a recognized procurement professional body is an added advantage

Work Experience

  • At least five (5) years of relevant procurement experience in a reputable organization
  • Experience with donor-funded projects is highly desirable

Desired Competencies

  • Proficiency in procurement and financial software (e.g., SUN system, SAP, Oracle Financials)
  • Advanced Microsoft Excel skills
  • Strong negotiation, analytical, and problem-solving skills
  • Understanding of international shipping regulations and customs procedures
  • Excellent interpersonal and communication skills
  • High level of professionalism, ethics, and innovation capacity

D. Terms of Employment

  • Contract Duration: Five (5) years, renewable once based on satisfactory performance
  • Probation Period: Six (6) months
  • Salary: Attractive P1 scale package, including housing and transport allowance

E. Eligibility

This position is only open to nationals of the Republic of Burundi and the United Republic of Tanzania.

F. Language Requirement

  • Proficiency in English is mandatory
  • Knowledge of Swahili is an added advantage

G. Age Requirement
