The Lake Victoria Fisheries Organisation (LVFO), an institution of the East African Community (EAC), is seeking to hire a qualified and experienced Director of Fish Quality Assurance, Trade and Marketing (DFQATM). This is a high-level, strategic leadership role within the Fish Quality Assurance, Trade and Marketing Directorate.

A. Purpose of the Job

To coordinate, review, and evaluate implementation of quality assurance, trade, and marketing initiatives within the fisheries sector in the East African region. The role is vital to strengthening regional fish trade, ensuring international compliance, and enhancing economic returns through improved post-harvest practices.

B. Duties and Responsibilities

  • Oversee regional fish quality assurance, trade, and marketing programs.
  • Harmonize and conduct training on fish quality standards, regulations, and procedures.
  • Develop strategies for accessing and analyzing fish market data.
  • Coordinate harmonization of fish trade policies, regulations, and standards.
  • Establish frameworks for traceability and certification of fish and fishery products.
  • Build capacity for national competent authorities on certification and compliance.
  • Enhance Partner States’ capability in aquaculture and seafood trade initiatives.
  • Analyze regional and international fish trade corridors.
  • Support participation in international standard-setting forums.
  • Improve post-harvest fish handling, preservation, labeling, and distribution.
  • Promote standard operating procedures across the fish value chain.
  • Strengthen institutional frameworks for fish trade data and networks.
  • Evaluate and enhance performance of fish inspection authorities.
  • Facilitate public awareness and stakeholder education in fish quality assurance.
  • Analyze trends in consumer preferences to guide value addition strategies.
  • Build partnerships with global organizations to mobilize resources for sector development.
  • Prepare and submit quarterly and annual performance reports.

C. Qualifications and Work Experience

Academic Requirements:

  • Master’s Degree in Fisheries and Aquaculture, Economics, Agricultural Economics, Marketing, Trade in Agricultural Products, Quality Assurance, or Fish Post-Harvest Technology.
  • A PhD in related areas will be an added advantage.

Experience:

  • Minimum 15 years of experience in fish quality assurance, trade, and marketing, with 2 years at a senior level.
  • At least 5 years in donor-funded marketing or trade-related projects.
  • Strong understanding of regional and international fisheries trade challenges.
  • Demonstrated experience in fish post-harvest value addition and international trade frameworks.
  • Familiarity with regional economic communities (RECs), RFBs, and RFMOs.
  • Experience engaging with senior government officials and development partners.

D. Key Competencies

  • Expertise in fish trade, marketing, quality assurance, and post-harvest technology.
  • Strong planning, coordination, and leadership abilities.
  • Technical writing and grant proposal skills.
  • Good networking and stakeholder engagement skills.
  • Self-driven and strategic in work execution.
  • Proficiency in English (Swahili is an advantage).

E. Terms of Employment

  • Contract Duration: 5 years, renewable once based on performance. First 6 months is a probationary period.
  • Salary: Competitive P4 Scale (includes housing and transport).
  • Benefits: Monthly gratuity, installation allowance (one-time), health and personal insurance.

F. Eligibility

This position is open only to citizens of the Republic of Kenya.

G. Age Requirement

Applicants must be preferably not older than 55 years.

H. Language Requirement

Proficiency in English is essential. Knowledge of Swahili is an added advantage.
