Heifer International is seeking a qualified HR Consultant to support the mobilisation and onboarding of personnel for a major donor-funded project. Purpose of the Assignment
The HR Consultant will support the rapid mobilisation, onboarding, and development of a high-performing and inclusive team for the Climate-Smart Dairy Transformation Project, ensuring alignment with donor expectations and national labour policies.
Consultant’s Responsibilities
Talent Acquisition and Mobilisation
- Develop and manage a recruitment plan for 20+ technical and support positions.
- Draft and finalize job descriptions for all project roles.
- Lead recruitment, onboarding, and induction processes.
- Design mechanisms to monitor hiring and onboarding progress.
HR Systems and Tools
- Set up or adapt HR information systems to track roles, locations, contracts, and onboarding.
- Support contract management, role grading, and alignment with Heifer’s internal standards.
Risk Mitigation and Compliance
- Identify and provide guidance on HR risks such as capacity gaps, turnover risks, and compliance.
- Ensure full alignment with Tanzanian labour law, IFAD regulations, and Heifer’s HR policies.
Reporting Deliverables
- Comprehensive HR mobilisation plan and hiring tracker.
- Finalised job descriptions for all project positions.
- Induction toolkit for new project staff.
- Monthly HR update reports to the Project Steering Committee.
Required Qualifications and Experience
- Bachelor’s degree in Human Resources or related field (minimum requirement).
- 10 to 15 years of professional experience in Human Resource Management.
- Strong experience in HR Generalist functions and consulting.
- Proven expertise in organization design and development.
- Experience in rewards management, policy development, and job description drafting.
- Ability to work in dynamic, multi-stakeholder environments.
Reporting Line
The Consultant will report directly to the Country Director – Heifer Tanzania.
Terms of Payment
- Payment will be made within 30 days of invoice submission, subject to performance evaluation.
- No advance payments.
- Contract becomes effective upon signature by both parties.
