Job Overview
Expert Consultancy, on behalf of a client in the hospitality industry, is seeking a qualified and experienced Legal and Operational Compliance Manager to join their team in Arusha, Tanzania. This is a critical leadership role responsible for ensuring that all regional operations, business units, and legal entities comply with applicable legal, regulatory, licensing, insurance, and operational compliance requirements. The role involves developing and administering the regional operational compliance program, providing legal advice, managing risk, and maintaining relationships with regulatory bodies.
Key Responsibilities
Legal, Regulatory & Licensing
- Research and report on legal and regulatory requirements for new initiatives, mergers, acquisitions, and disposals to ensure transaction compliance.
- Analyze and interpret current and upcoming regulations, legislation, and proposals, advising leadership on impacts to business operations.
- Prepare and review legal drafts including contracts, leases, and agreements in consultation with Directors.
- Manage litigation matters, coordinate dispute resolution including arbitration and settlements.
- Maintain relationships with regulators, legal counsel, and ensure all group licenses and permits meet eligibility requirements.
- Identify, manage, and mitigate legal, regulatory, and licensing risks, reporting timely to Audit, Risk & Compliance teams.
Insurance
- Manage all group insurance policies, ensuring adequate and cost-effective coverage for assets, liabilities, and business risks.
- Lead insurance placement and renewal negotiations, manage claims processes, and coordinate financing arrangements.
- Serve as custodian for all insurance-related documentation and ensure risks are identified and reported appropriately.
Operational Compliance
- Develop, implement, and manage the group’s operational compliance management program and policies.
- Monitor and report potential compliance risks and non-compliance events within group operations.
- Provide advisory services, conduct investigations, and ensure appropriate contingency plans for compliance breaches.
- Coordinate compliance training and guidance for staff on legal, regulatory, and operational matters.
Document Custodianship
- Maintain original legal, regulatory, licensing, contracts, and insurance documents.
- Manage document filing, digital archiving, and access control for group legal and compliance documents.
Reporting
- Compile and submit monthly reports covering legal, regulatory, licensing, insurance, and operational compliance activities and KPIs.
- Advise senior management on compliance risks and actions required.
- Maintain and update Group Statutory-Regulatory Stakeholders Register and provide quarterly updates to leadership.
Requirements
Education and Professional Qualifications
- Bachelor’s degree in Law from a recognized university.
- Postgraduate Diploma in Legal Education from Tanzania School of Law preferred.
- Advocate of the High Court of Tanzania and member in good standing of the Law Society of Tanzania preferred.
- Certified Public Secretary qualification is an advantage.
Experience
- Minimum 7 years in legal services including drafting and litigation management.
- At least 4-5 years of experience in operational and regulatory compliance.
- Strong knowledge of industry standards, regulations, and the hospitality and touring sector is preferred.
Skills and Competencies
- Excellent communication, negotiation, and interpersonal skills.
- Strong analytical, research, and report writing skills.
- Proficient in MS Office and Google Suite applications.
- Ability to manage multiple projects, work under pressure, and maintain confidentiality.
- High level of ethics, integrity, and professionalism.
