About the Consultancy

UNICEF Tanzania is looking for a qualified consultant to support the design and implementation of a nationally integrated digital SBC/RCCE ecosystem focused on youth engagement and government integration.

The consultant will work closely with the Chief of SBC and the Chief of Digital Impact and Innovation to strengthen digital engagement systems aligned with national priorities and government structures.

Key Areas of Work

1. Digital SBC/RCCE Systems Design and Architecture

  • Support the development of a unified digital SBC/RCCE ecosystem.
  • Develop systems frameworks and integration models.
  • Support adaptation of digital tools to the Tanzanian context.
  • Establish governance structures and coordination mechanisms.
  • Ensure interoperability across ministries and partners.

2. Systems Operationalization and Institutionalization

  • Support rollout and adoption of digital platforms.
  • Integrate systems into government workflows.
  • Facilitate capacity building for ministries and partners.
  • Support sustainability and institutional ownership.

3. Platform Management and Digital Engagement

  • Support management of the U-Report ecosystem.
  • Guide implementation of social listening tools.
  • Support integration of Internet of Good Things platforms.
  • Strengthen two-way communication and youth engagement systems.

4. Technical Support to SBC Campaigns and Youth Engagement

  • Support digital SBC campaigns and youth engagement initiatives.
  • Provide technical support for initiatives such as Kijana Imara.
  • Support integration of birth registration campaigns.
  • Guide content, targeting, and communication strategies.

5. Emergency RCCE and Rapid Response

  • Support digital RCCE approaches for emergency preparedness and response.
  • Provide support during public health emergencies.
  • Strengthen rumor tracking and adaptive communication systems.
  • Develop integrated dashboards and feedback systems.

6. Cross-Sectoral Integration and Strategic Support

  • Support alignment of digital engagement systems across sectors.
  • Provide technical input into social marketing campaigns.
  • Support proposal development and partner engagement.
  • Strengthen coordination with ministries and stakeholders.

7. Monitoring, Learning, and System Optimization

  • Develop monitoring frameworks for digital engagement systems.
  • Support quality assurance and reporting.
  • Document lessons learned and best practices.
  • Support continuous improvement and scale-up.

Minimum Qualifications

Education

Applicants must hold a Bachelor’s Degree in one of the following fields:

  • Public Health
  • Behavioural Sciences
  • Social Sciences
  • Communication for Development
  • Social and Behaviour Change
  • Health Promotion
  • Marketing and Audience Engagement
  • Related fields

Work Experience

Applicants should have:

  • At least 8 years of relevant professional experience.
  • Experience in Social and Behaviour Change and RCCE.
  • Experience in digital engagement and marketing.
  • Experience working with UN agencies, government, and development partners.
  • Strong experience in multi-sectoral coordination.

Language Requirements

  • Fluency in English.
  • Fluency in Swahili.

Desired Skills and Expertise

  • Experience designing integrated digital SBC/RCCE systems.
  • Knowledge of U-Report and Internet of Good Things platforms.
  • Experience with social listening and adaptive feedback systems.
  • Strong analytical and technical writing skills.
  • Experience developing SOPs, frameworks, and monitoring systems.
  • Ability to support institutionalization of digital systems.
